Sure glad there is an anti-billboard law in Hawaii. Visited every state on a motorcycle. If there is one thing that clutters the beautiful scenery, it's billboards. That's one of the reasons I don't post yard signs - eye pollution.
Perhaps you've seen the Burma Shave adds along a lonely stretch of road in the midwest. They usually had a ring to them, and, of course, always ended supporting Burma Shave. That gave me an idea. It ain't a billboard if it is temporary. Why not use cutouts to get a message across, rather than just a bunch of people waiving at passing cars? The "mini-mes" don't complain about the weather. No have to buy lunch. They are always there when you need them. And it's legal for all to ride in the back of a truck. No requirement to social distance.
The following are some of my mini-me messages. Perhaps you've seen them on the road to Hilo.
