BIOGRAPHICAL SKETCH
 
 
     Frederick F. Fogel was born in Buffalo, New York on 7 December 1949.  He attended elementary, intermediate and high school in North Augusta, South Carolina where he excelled academically, graduating with honors in 1967.  The summer of his junior year in high school, he attended the University of Georgia on a National Science Foundation scholarship in mathematics.  He was active in the Boy Scouts, attaining the rank of Eagle with one palm, and later became a member of the Order of the Arrow and served as a junior assistant scoutmaster.  He was also active in the Episcopal Church as an acolyte, receiving the God and Country Award from the Boy Scouts.

     He received a Bachelor of Science Degree in Industrial Engineering from the Pennsylvania State University in 1971.  After graduation, he entered the United States Marine Corps Officer Candidate School, receiving a commission as a 2nd Lieutenant in October 1971.  During his active military service he completed Naval Flight Officer training and served as a Radar Intercept Officer in F-4B/J Phantom jets.  He served in fighter squadrons VMFAT-201 (Cherry Point, NC), and VMFA‑122 and VMFA‑235 (Kaneohe, HI).  Ground assignments included Training Officer, Intelligence Officer (S1) and Flight Scheduling Officer (S3).
 
   In 1976, he obtained a Masters of Science degree in Systems Management from the University of Southern California.  After his honorable discharge from the Marines in March 1976, he worked until May 1977, as a service writer and parts manager at Sandy Brodie’s Motorcycle Shop in Kaneohe, and later in Waipahu.  In July 1977, he joined Pearl Harbor Naval Shipyard as an Industrial Engineer, GS‑896‑05, advancing to the position of Supervisory Industrial Engineer, GS-12.
 
   In September 1977, he joined the 199th Tactical Fighter Squadron, Hawaii Air National Guard, and gained the distinction of becoming the first former-Marine Weapons System Operator in their F-4C.  He completed Air Command and Staff College in November 1985.  When the 199th converted to F-15 aircraft in 1987, then Major Fogel transferred to the 154th Civil Engineering Squadron, where he completed Reserve Forces Air Base Combat Engineering training.  He served as Training Officer, Engineering Officer and Chief of Operations and Maintenance.  In 1990, he was selected as the 154th Civil Engineering Squadron Officer of the Year.
 
     In 1991, he was elected to the Palisades (Pearl City) Community Association.  Later in 1991, he moved with his wife, Lorraine (Gonzales, Sonoda), and their two children to Alexandria, Louisiana.  As a condition of her scholarship to the John Burns School of Medicine, upon graduation she had to serve in an area of special need, and Hawaii had no such designation by the Federal Government.  In Louisiana, he joined the 159th Civil Engineering Squadron at Belle Chase NAS, New Orleans, where he served as Chief of Operations and Maintenance.  He was promoted to Lieutenant Colonel in 1992, and served as deployment commander for a composite detachment on a humanitarian assistance project in Costa Rica the same year.
 
     In 1993, the family returned to Hawaii, where Lorraine established a private practice.  In 1994, the Hawaii National Guard hired LtCol Fogel as a Military Technician, Management Analyst, GS-343-12; advising the Head, Hawaii State Department of Defense (National Guard) in the areas of process improvement, quality, and strategic planning.  He completed Air War College in July 1996, while assigned as Civil Engineering Officer at Headquarters, Hawaii Air National Guard.  In 2001, the Adjutant General granted a promotional extension, allowing him to remain in the National Guard until reaching minimum federal civil service retirement age of 55.  In December 2005, he retired from federal civil service and the National Guard with 32 years of service.  The Marines recognize him as an expert marksman with both the pistol and rifle.  Air Force awards include:  the Meritorious Service Medal, the Air Force Commendation Medal (for his performance at Red Flag, aerial combat maneuvering, Nellis AFB) and the Humanitarian Service Medal (for his work in Louisiana to recover from hurricane Andrew).

​     After retirement Mr. Fogel moved to Volcano, Hawaii, in January 2006.  He became active in the community, serving as president of the Hawaiian Orchard Island Estates (HOIE) Community Association, on the board of Friends of Puna’s Future, and volunteering with O Ka`u Kakou and Friends of Hawaii National Park (removing invasive flora).  He ran unsuccessfully for County Council in 2008, and threw his hat in the ring for State House in 2010, as a Libertarian when the incumbent was running unopposed.  Subsequently, in 2012, 2014, 2016, 2018 and 2020, he ran unsuccessfully for State House and Senate. 

    His older daughter, Anna (37), works in the field of nutrition in Seattle, Washington, and presently is completing her masters in nutrition at the University of Washington.  The younger daughter, April (33), obtained a PhD in polymers from the University of Southern Mississippi, and is presently working in New Orleans, Louisiana.

 
     Fred enjoys the great outdoors (hiking, camping and motorcycle touring) and completed the academic portion of the University of Hawaii’s College of Tropical Agriculture and Human Resource’s Master Gardner course in 2011.  On his three acres of rain-forest, along with nurturing the Ohia forest, he grows ornamentals, coffee, tea, bananas, lemons and herbs, with a personal goal of self-sustainability.  In 2012, he entered the world of small business by converting a small upstairs lanai in his small 20’ x 24’ home into a cattery for breeding Maine Coon cats.  He resides with his girlfriend, Kat Powell (and seven cats).
